European Public Tender: Digital 3D Building Model of Rotterdam

On 22 July 2016, the city of Rotterdam published a European public tender for the realisation of a digital 3D building model of the city (using CityGML). Although the deadline for posting questions on the document expired on 15 August, companies are nevertheless still invited to respond to the tender. All questions asked by other companies as well as the answers will be communicated to all enlisted companies.

The tender is part of the collective project, Rotterdam 3D 2.0. Within this collective project, the goal is to create a 3D base model that can be used for various purposes. Users of this 3D model must at all times have current basic 3D information that they themselves can enrich, e.g. with project-based information and analysis. The analyses to be performed are diverse and the model will be realised for an unlimited diversity of disciplines.

The Rotterdam 3D 2.0 project has a theme-oriented approach; this tender relates to the buildings theme only. The specifications for a newly built and delivered digital 3D model of all buildings in the city of Rotterdam can be found in the tender documents.

The 3D model must be built up from existing source data as provided by the client.

Rotterdam 3D will be used for:

  • design processes for urban and regional development;
  • the review of urban designs;
  • communication and public participation in (construction) projects;
  • the design and management of objects in the outlying area;
  • and various other purposes and analyses.

Interested companies may submit a proposal to compete for the award of the contract.

The Contracting Authority has opted for the European open procedure because it believes that the market for automatically creating 3D city models is restricted by borders or language barriers, namely Dutch and English. The location where the company is based has no influence on the awarding procedure of this tender.
