GIS as Backbone for Chinese Rural Land Registration

A land registration system, International Land Systems' LRS software, based on ESRI geographic information system (GIS) software, is to be used in the implementation of a Rural Land Registration and Certification Project in China's Anhui Province. The company was selected by the United States Trade and Development Agency (USTDA) to implement a registration and certification program based on the ArcGIS software platform.

 

The Rural Land Registration and Certification Project will support the Anhui Province's Agricultural Commission by defining land registry system requirements, developing software configurations, and providing public outreach and training to stakeholders. The implications for this project are immense, as it will allow rural residents to have the same, or near equal certificates of land ownership as urban residents, significantly increasing the value of their land.

The project is made possible thanks to a USTDA grant of USD478,440, which will be matched by more than USD580,000 of in-kind contributions from participating companies, ILS, ESRI, Trimble Navigation and Beijing-based Landstar Digital Technology.

Contracted by the Anhui Government, ILS was selected as the USTDA grant recipient due to its success in implementing cadastral-focused land titling systems in countries around the world using its ArcGIS-based Land Registry System (LRS), an off-the-shelf suite of software applications created specifically to bring modern real property title registration where little or none existed in the past.

The Rural Land Registration Certification Project contract was signed on 8th September 2009 by Vice Minister of Commerce for China, Ziuhong Ma as well as Geoffrey Jackson, the USTDA Director of Policy and Program, represents an important step in strengthening economic ties between the U.S. and China. A Chinese delegation, led by Bangguo Wu, Chairman of the National People's Congress and China's chief legislator, visited the U.S. on an invitation from House Speaker Nancy Pelosi. The Chinese delegation signed the contract while attending a meeting of the Western Governors Association in Phoenix (AZ, USA).

3D Scanning of Historic Sugar Factories

The Alliance for Integrated Spatial Technologies at the University of South Florida, USA, recently worked with the Florida Park Service on a project to document the remains of several historic sugar-mill sites in the State Parks to create as-builts to be used in preservation and conservation of these resources. The FARO LS 880, along with GPS and total station georeferencing and colour imaging, was used on these projects.
