"Municipal Sector Can Benefit From GIS"

  07/06/2010
Intergeo is sending out an inspiring message to cities and local authorities that are feeling the pinch financially as new opportunities and solutions for optimising and improving administrative processes are to be presented. "Targeted use of GIS in modern administration means that financial resources invested in collecting and maintaining municipal data can be repaid with interest. It helps ensure local authorities perform their duties on schedule, more accurately and cost-effectively and, ultimately, in a more citizen-friendly way," says Olaf Freier, CEO and project manager of Hinte GmbH.

The presentation of opportunities and offerings for the public sector will play a more important role than ever before at Intergeo, to be held in Cologne from 5 to 7 October 2010.

"The launch of the 3A model across the board in 2010 opens up new possibilities for leaner and more efficient administrative processes in the community sector. This can help significantly in developing further e-Government offerings," says Hagen Graeff, chief representative of DVW GmbH, which is dealing with content-related issues for Intergeo. The German Association of Surveying - German Society for Geodesy, Geoinformation and Land Management (DVW) is the organiser of the show and conference.

"Systematically linking raw data from integrated 3A processes with existing georeferenced data provides the scope needed for municipal innovations," explains Graeff. "Analysis tools are crucial for acquiring data and also provide local authorities with a new dimension of quality in decision-making processes." He adds that this includes local authorities' own geoportals and integration into the new finance and accounting system. In his view, the ongoing development and implementation of the INSPIRE Directive is certainly a challenge for numerous local authorities but increasingly also offers potential for them to come up with their own developments and new uses in both environmental and planning areas.

Intergeo exhibitor AED-Sicad, for example, is a market leader when it comes to the new Alkis, Afis and Atkis standard, and its 3A product range constitutes an innovation for all key types of procedure in land management. With the Fusion Data Service (FDS), the company is also working on coordinating its 3A solution with the requirements for implementing the INSPIRE Directive.

Municipal cooperation and a move into cloud computing could deliver valuable strategies to minimise investment and maintenance expenses, argues Graeff.

3D Scanning of Historic Sugar Factories

The Alliance for Integrated Spatial Technologies at the University of South Florida, USA, recently worked with the Florida Park Service on a project to document the remains of several historic sugar-mill sites in the State Parks to create as-builts to be used in preservation and conservation of these resources. The FARO LS 880, along with GPS and total station georeferencing and colour imaging, was used on these projects.
