South Korea’s recent historical and economic development has come to be known around the world as ‘The Miracle on the Han River’. But this ongoing development requires an accurate cadastre. Since the existing cadastral maps, which had been in use for many decades, could not provide the required legal accuracy, the Republic of Korea’s government decided on a complete resurvey of all land parcels. In this interview with GIM International, Young-Ho Kim, president of the Korea Cadastral Survey Corporation, explains the background to the process and reveals details of some surprising insights, developments and challenges. South Korea learned from the world – now, the world can learn from South Korea.

What is the core business of your organisation, and what is its legal basis?

The Korea Cadastral Survey Corporation (KCSC) was established by the Cadastre, Hydrography, and Survey Act of the Republic. KCSC is a quasi-government organisation that falls under the supervisory authority of the Ministry of Land, Transport and Maritime Affairs. Our major activities include conducting cadastral surveys as well as maintaining a nationwide cadastral information system. We are also working on spatial information projects, overseas projects, revision of cadastral surveys, projects to promote international co-operation, and projects advancing research and development related to the cadastral system and education in the cadastral sector.
