Rwanda Brings 10 Million Parcels Under Registered Title

After a genocide that killed close to a million people, the most densely populated country in Africa decided to bring the whole nation under registered title in order to provide economic security, and hence alleviate possible unrest, by securing tenure. Dr Emmanuel Nkurunziza of the Rwanda Natural Resources Authority (RNRA) is leading the process. He explains how this major project is being implemented successfully and on schedule.

Can you give a brief overview of the recent history of Rwanda and the impact of that history on the relationship between people and land?
Rwanda is the most densely populated country in Africa and its history has been characterised by ethnic tensions that culminated in the 1994 genocide which wiped out close to a million people in less than 100 days. While the cause of the genocide was largely bad governance and opportunistic politicians who pitted one section of the population against another, conflicts over limited land resources are believed to have helped fuel the tensions further.
