The high rates of urbanisation and industrialisation in Vietnam have introduced a new set of challenges, one of which is an increased demand for an up-to-date and accurate system of land information. This article reports on a project to align the provision of education with Vietnam’s growing information requirements in order ensure a strong foundation for land administration in the future.

Vietnam is a country in transition. Crucial to the changes in Vietnam are urbanisation and industrialisation. The rate of urbanisation in Vietnam is relatively high: in the Southeast, due to the presence of Ho Chi Minh City, the urban proportion of the population increased from 30.1% to 57.1% between 1999 and 2009. Similarly, in the Red River Delta, with the presence of the cities Hanoi and Hai Phong, the urban proportion of the population increased from 19.9% to 29.2%. This has introduced a set of new problems, such as how to manage the supply and demand of public and private land. A joint development meeting of bilateral and multilateral agencies, co-organised by the Worldbank, revealed that the urban land market is expanding rapidly yet also maturing, albeit slowly.
