Notice Description

  National Geographic Database NGDv2 Road/Boundary Maintenance Editor

DESCRIPTION

The objective is to outsource the design, development, testing, implementation and documentation of an integrated spatial maintenance editor (NGDv2 Editor) that incorporates the features, functionality and business rules for boundary and road maintenance, road network synchronization and QA validation into a single product. The NGDv2 Editor has been architected as a hybrid desktop application combining ESRI ArcObjects software components and VB.NET development to create custom business modules that can integrate into and extend the 3rd party ESRI ArcMap editor product. The NGDv2 Editor will be used to update a Geodatabase feature dataset consisting of spatial feature data classes and textural tables through an ArcSDE instance using an underlying Oracle database. Geodatabase versioning and work flow management (ESRI JTX) is also incorporated into the environment to extend operational functionality and features.

PERIOD OF CONTRACT

The period of the Contract is from Contract Award to December 15, 2008 inclusive.

BUDGET

Budget for this contract will not exceed $1,200,000 (cdn.), including GST and all administrative expenses.

BASIS OF SELECTION

The lowest cost-per-point compliant proposal within the stipulated maximum budget of $1,200,000.00 (applicable taxes included) will be recommended for award of a contract.

SECURITY
At the date of bid closing, the following conditions must be met:

a. The bidder must hold a valid “Reliability” status, issued by the Canadian and International Industrial Security Directorate (CIISD) of Public Works and Government Services Canada (PWGSC); and
    
b. Members of the contracting team requiring access to protected information, assets or sensitive work site(s) shall each hold a valid personnel security screening at the requisite level of reliability status, granted or approved by the CIISD of PWGSC.

These security requirements must be valid for the entire duration of the contract.
Statistics Canada will not delay the award of any contract to allow bidders to obtain the required clearance.

DELIVERABLES

The Contractor is required to provide the following deliverables and services:

a. Detailed project plan of activities, timelines and deliverables to be approved by the contract authority prior to proceeding with any additional project activities.

b. Technical documentation for the purpose of supporting the NGDv2 Editor. This would include but not be limited to an Application design and software testing strategy document.

c. A production ready bilingual version of the NGDv2 Editor that adheres to all of the features, functionality and specifications outlined in Annex B, within this SOW and any enhancements, additions or changes requested during the development of the product. The delivered product must also have successfully completed all testing criteria and user acceptance testing.

d. Complete documentation detailing specifics to the software build environment, build tools and outlining the sequence of steps (with required detail) to build the source code into an executable product.

e. Complete copy of all relevant scripts, build routines and particulars that are required to build an executable and fully functional product (NGDv2 Editor) from source code.

f. Complete copy of all source code and source code versions including the designated version control database used throughout the development.

g. Complete documentation pertaining to the integration and setup of the NGDv2 Editor within the NGD and STC environments. This would be in the form of an integration and installation guide outlining all necessary steps.

h. A training course(s) with user and training guides to instruct operators and managers on the effective use of the NGDv2 Editor. See section 6.3 for details.

i. Delivery and execution of a knowledge transfer programme of all relevant detail of the NGDv2 Editor design, development, development construction and environment to senior members of the NGD development team prior to the completion of the project. The contactor must document in their bid a strategy and plan for this programme.

j. The contractor must provide an application test strategy for system & user acceptance testing with appropriate detail. See section 6.4 for additional requirements.

Intellectual Property rests with Statistics Canada.

The Crown Reserves the Right to negotiate with suppliers on any procurement.
